 OK switching on that branch as of now on some machines and will get back
 with comments.

 This will help us understand the problem from comment:13 where the cutoff
 time is > ~1 hour (one consensus period). What do you think we should do
 in regards to the problem described in comment:1 where it complains only
 for few seconds (much much less than an entire consensus period)? I think
 it might be because:
 - we have many relays in the consensus (over 7000), the number is growing
 and it takes more and more time for clients to download and process
 descriptors, therefor having few seconds of lag here
 - we have no feature to download with priority descriptors we are
 interested in (primary guards, when/if they are available), maybe even try
 simultaneous download from all 3 DirGuards at once and close the rest of
 connections once one finishes.
