Comment:

 From the operator's emails, it appears that the relay isn't stuck in the
 main thread, but warnings are still being issued at regular intervals.
 This will cause lots of spurious bug reports if we stick it in a stable
 release (or it may even indicate an underlying issue).

 I also opened #21809 for the hang on SIGINT that they reported.
