Comment:

 See: #21396 for the original bug report. 6.5.1 ships with a fix which is
 off by default, though, as it allows users to be fingerprinted. You need
 to flip the preference
 `extensions.torbutton.resource_and_chrome_uri_fingerprinting` to `true`.
