 MIN_BW_TO_ADVERTISE_DIRSERVER is 50KB, but RELAY_REQUIRED_MIN_BANDWIDTH is
 75KB. So we might want to make the DIRSERVER bandwidth at least 150 KB, so
 that a dirserver can at least deliver one client one consensus in 10
 seconds (clients generally wait a few seconds for dirservers to deliver a
 consensus).
