 It's useful as a fallback if we lose 2 bwauths, which almost happened
 yesterday.
 And also, the bwauths depend on this test to provide their ratios between
 the observed and measured bandwidths.

 The reason it's set to 500kB is that's the circuit window (so it's not
 impacted by latency).
 I think we should use MIN_FAST_BW instead, so every new relay tests if it
 can be Fast.
