Comment:

 "if i set a config file with command line argument," ... what do you mean
 by that exactly? You can pass options on the command like such:

 `tor SocksPort 1234` and I confirm it works for tor 0.3.0.9.

 Can you maybe give us the full torrc and/or command line you are using?
 And I see it's on Windows. Thanks!
