 There's a patch for building Tor in Visual Studio 2015 at:
 https://github.com/wbenny/vs-
 tor/blob/master/vs2015/tor/tor_win32_patch.diff

 We should work out if we can apply it (there's no licence), or if we can
 learn useful things from it to improve our Windows support.
