 Some external contributors want to contribute large bodies of code to Core
 Tor.  Integrating these large contributions presents some unique
 challenges, compared to bugfixes.  We should establish some guidelines for
 both the core devs and the external contributors to make this go more
 smoothly.

 These guidelines should go somewhere in `doc/HACKING`, or maybe a top-
 level `CONTRIBUTING.md` file.

 Examples of types of outside contributors for whom this would be useful:

 * Researchers
 * Applications integrating Tor
