New description:

 See gitweb user/pastly/tor.git branch ticket22870

 strcmp on most platforms returns -1 for "less than 0" and 1 for "more than
 0" but +/- 1 isn't required. Today I learned that OS X is one of those
 platforms that follows the standard but not the convention.

 Introduced in tor-0.3.1.1-alpha
