 No, it doesn't help.

 I guess, the problem is somewhere near creation of new connection.
 Incoming connections behaves like they have TCP window = default send
 buffer size = 8 KiB.
 Outgoing connections, most likely, have 8 KiB buffers too. But they are
 not waiting until all ACKs arrive.
