 I've been eyeing the spike in .ae users, and I proposed to dgoulet that
 directory mirrors are mis-counting the number of completed consensus
 fetches. In particular, I proposed that they are counting consensus
 fetches as complete before they actually complete.

 This ticket is for documenting my investigation of whether I think this
 misbehavior is really happening.
