 Two questions before looking at the code:

 1) "R[a934a3b7] 794c4a7 Bug 13419: Fix ICU cross-compilation for Windows"
 should be "U[a934a3b7] 794c4a7 Bug 13419: Fix ICU cross-compilation for
 Windows"?

 2) What is the "I" in "R,I 4a3629a Bug 12827: Create preference to disable
 SVG."?

 FWIW: We start the switch to ESR 52 with 77 rebased patches while we
 started the switch to ESR 38 and 45 with 82 each.
