 Hm. It's hard to tell from my tiny sample size, but it's less clear that
 these changes were a win. I think that might argue that the new circuit
 requests are actual circuits (for actual use), not preemptive circuit
 requests to help adaptively compute the timeout. That is, maybe the
 experiment is a success, and we learned that changing these consensus
 params didn't help as much as we hoped.
