 Your war file is lacking 'WEB-INF/lib/taglibs-standard-impl-1.2.5.jar',
 which is included [https://gitweb.torproject.org/karsten/metrics-
 web.git/tree/build.xml?h=task-24175#n154 here] in the build.  Zipfilesets
 apparently don't fail when something is missing.
