 we should try to minimize the number of macOS jobs that run, both to be a
 better netizen and pragmatically because they are limited to two at a
 time, so if you have a bunch they will not run in a good order.

 for example, I think it is probably unnecessary to test three ways of
 compiling rust with both gcc *and* clang.
