 It looks like you've encountered #23620 - Tor lies about "Optimistically
 trying directory fetches again".
 We think it's a symptom of some of the other issues listed here.

 None of the fixes for this issue have been backported to 0.3.1.9 yet. So
 I'm not surprised you're seeing this. It can happen by chance any time
 you're running Tor Browser.
