 Holy shit! It is much more worse in the last stable (0.3.1.9)! It got
 stuck right after the restart of the browser! First circuit is working (to
 allow me to post this comment :)), but any other URL timed out. Waiting 30
 minutes is not enough, all attempts to connect end with `Tor NOTICE:
 Application request when we haven't used client functionality lately.
 Optimistically trying directory fetches again.`
