 Bandwidth authorities attempt to measure all Running relays. But clients
 won't use a relay for most purposes unless it has the Fast flag.

 127.0.0.1:9150') of some decent size file in the crontab may go a long way
 here.

 This works because it changes the bandwidth partition on bandwidth
 authorities, so if the relay can carry more traffic, they will find out
 faster.
