 Ok, I have an initial patch for this in mikeperry/prop247_torrc-rebased
 (d730d6337d24f20980469e6bb331b093afec643b). However, along the way I also
 noticed #23114, which we should also fix so that the results from the
 #13837 experiments make sense.
