 This is also how I see it. If the Valid flag is present in the consensus,
 then we will also display it in Atlas. If the Valid flag is removed from
 the consensus, then that's when we'll remove it. Users may be upset when
 their relays are no longer "Valid" and an inconsistency between the actual
 consensus and the view of it would likely generate issue reports.
