 The progress bar introduced by #21623 is shown by default and depends on
 JavaScript for hiding it. When JavaScript is disabled the progress bar is
 always displayed above the `JavaScript required` message. This is
 different from previous behavior where the loading icon would only be
 shown when necessary.
