Comment:

 Please see branch 'consdiffmgr' for an implementation of this, and of a
 significant portion of #21648.

 The branch is not yet tied into Tor per se, and there are a few more unit
 tests to write in order to improve coverage on the HT logic, but coverage
 is already over 80% and I think this is ready for review initial.  I've
 tried to structure it in a logical-ish way.
