 The problem seems to be not with JS and gBrowser, but +30px in container:

 Torbutton INFO:  chromeWin 1016x725 container 1000x630 gBrowser.fullZoom
 1X targetContent 1000x600 zoom 1X targetBrowser 1000x600 gBrowser 1000x600
 content 1000x600
 }}}
 Subsequent resizing attempts are successful on Win 7.
