 When Tor Launcher starts the tor daemon, it assumes that it should
 configure it so that everything in Tor Browser will work. If you do not
 want Tor Launcher to start and configure tor, you should start tor
 yourself and then set the TOR_SKIP_LAUNCH env var to "1" before starting
 Tor Browser.

 That said, we could add another env var which would cause Tor Launcher to
 just start tor using whatever configuration is present. See also ticket
 #16017 (somewhat related).

 Also, it is not a good idea to edit torrc-defaults because it will be
 overwritten during software updates. It is better to just modify torrc.
