 Some more informations

 "assign_to_cpuworker failed" is not connected to Heartbeat.
 Change the heartbeat periode to 1.5h but still "assign_to_cpuworker
 failed" is hourly.

 A reload (hup) forces "assign_to_cpuworker failed" warnings.

 Observation (log notice and top)

 Openntpd with 8 servers and all with 1500-1600 secs query interval.

 Taking a 5 minutes log info shows (force warning by hup; then back to
 notice level):
 Oct 23 20:15:25.000 [info] assign_onionskin_to_cpuworker: circ->p_chan
 gone. Failing circ.
