 The code is pretty solid, and I think it's worth reviewing now.  I've made
 a new branch, "prop271_030_v1".  This branch will _not_ get rebased.  I've
 uploaded it to gitlab for review at
 https://gitlab.com/nickm_tor/tor/merge_requests/11

 There is a corresponding torspec branch in "prop271-changes" in my public
 torspec repository.
