 So you didn't set an `Address <IPv4>` line in your torrc?

 If you don't set `Address`, and tor is using gethostbyname on your
 hostname to find your address, and that lookup goes out to the network
 (because your hostname is not in /etc/hosts), and the lookup times out
 occasionally, that could cause these problems.

 It still would be a good idea for us to work out how to avoid calling
 router_pick_published_address() that often, and see if that fixes this
 issue.
