 In 0.2.9.1-alpha, we changed how we used timers:

 I wonder if your OS has a broken monotonic timer:

     - Tor now uses the operating system's monotonic timers (where
       available) for internal fine-grained timing. Previously we would
       look at the system clock, and then attempt to compensate for the
       clock running backwards. Closes ticket 18908.

 Alternately, I wonder if your OS previously relied on Tor compensating for
 the clock running backwards.

 Can you please run the tor unit tests in your jail?
