Comment:

 For consistency, if you are going to ban all `0.2.9.1-alpha-dev` because
 some have this issue, please ban all `0.2.9.4-alpha-dev` because some have
 this issue.

 And in any case, please add `0.2.9.1-alpha-dev` and `0.3.0.1-alpha` to the
 unit tests.

 Also, please use `tor_version_compare` rather than `strcmpstart`.

 And it might be worth mentioning that `0.3.0.0-alpha` and `0.3.0.0` are
 not Tor versions that will ever exist. The next version will be
 `0.3.0.1-alpha`.
