 Here's what 25 and 26 look like on the test network, 12 hours apart:

 They're almost identical - it seems the change is lost in the actual
 bandwidth changes on the network, and the calculations, which is what we
 wanted to see.

 There's also no issue with the test network swapping between 25 and 26,
 we've done that a few times now, as the authority with the casting vote on
 the consensus method was on a laptop.
