 I'll add some plots for both questions.
 Many of the missing serverdesc will most likely be referenced by the
 majority of votes, b/c the missing descs referenced from consensus always
 goes up at the same time.


 ad 2. turning off `DownloadAll...` doesn't make much of a difference, yet
 (cf. [wiki:doc/CollecTor/AnalysisDescriptorCompletenessFromScratch here]).
