Comment:

 Minimal alternative: Authorities just start rejecting these when they are
 uploaded to the authorities.

 (We have to make sure that if you're an authority who rejects these
 descriptors, you won't go crazy re-fetching them if other authorities list
 them.  But I think we fixed that bug.)
