 I suspect this is a case of too much logging, rather than an actual bug:
 even though the underlying issue was fixed in #18348, the logs are
 reporting some connections as "breaking the rules" even though they
 aren't.

 In the interim, the stack traces are nothing to worry about - they are in
 the logs because several different code paths make connections in Tor, and
 we need to know which function to fix when there's an issue.
