 Hmm, ok, if you filed this in one ticket, let's see:
 1. There's no control buttons with High settings only, because of disabled
 SVG.
 (gk, don't you know that Canvas Popup uses blocked SVG too (so that it's
 invisible in the bar :( but it's too minor bug to file a ticket, maybe,
 reopen the old one as a regression?) But debugging tools seem to use SVG
 without problems - bug or not?)
 2. Moving button? SRSLY? If you are about a timeline, that's a known
 issue, because devs decided it acceptable in #10237, but it looks like
 Mozilla has never tested such setup...
 3. You say Tor Browser doesn't block SVG on Debian. Right?
