Comment (by teor):

 Roger has recommended I contact some relay operators using their contact
 info, rather than depending on tor-relays.

 This might help get the number of fallback directories up to 100 by
 0.2.8-stable.

 I also need to fix #18481, so we can tune the connection parameters in Tor
 Browser after release.
