 Sounds good, though the last part feels a little welcoming still to off
 topic posts. I'd suggest a harder line by saying that non-tor discussions
 should be taken to other venues.

 For what it's worth I think we only need to announce this to tor-talk at .
 Tor-users@ is expressly replacing it - there's little reason the
 membership of tor-dev@, tor-relays@, and others would be interested.
