Comment:

 Much of the information from the about page could be moved to the home
 page, with some of the information being moved to a "code" page similar to
 the Globe "code" page.

 Once #5430 is implemented, we can display introductory information, a link
 to the top 10 relays and a link to the developer information. I would also
 like to add a link to the Tor project homepage, though maybe a hyperlink
 in the introductory text as opposed to a button.
