Comment (by teor):

 It might be a good idea for the leekspin-generated descriptors to only
 have addresses in 127/8 or ::1. Or to run the chutney network with no
 external network access. This doesn't quite work at present, at least on
 OS X. See #15353 and perhaps #16971.
