 The changes in #17076 made a mess of my unit test changes.
 I'll reopen #18132 to fix that up.

 Please see feature17840-v11-squashed for the squashed but not rebased
 branch.

 Please see the final commit in feature17840-v11-merged-v2 for the merge
 changes needed to merge that branch with the current master.
