Comment:

 I wonder if #4483 will make this worse.

 Possibly, although we limit the maximum number of connections to avoid
 flooding either the client connection, or the directory authorities.

 It's a balancing act between increasing bootstrap reliability by trying
 multiple servers, and at the same time keeping the total amount of data
 transferred low.
