Comment (by teor):

 Merged an initial set of fallback directories in #18086.

 Keeping this task open as we are only have 21 of the desired 100 fallback
 directories for 0.2.8. I expect that resolving #18050 will increase these
 numbers 120 days after the 0.2.7.6 release. (As the 0.2.7.7 release will
 no longer cause relays to drop from the fallback list.)
