 Should we also set `X-Forwarded-For`/`Meek-IP` in the

 are the ones that people are meant to set up on their own.

 I think hardly anyone is using these at the moment. But if they do, we'll
 get inaccurate stats. On the other hand, I suppose it is more likely that
 people will make mistakes setting them up (such as not using an HTTPS
 origin) and in that case we would want not to forward the IP address.
