 I agree with the current behavior being not a good one. However, I'd
 definitely like avoid throwing a modal dialog at the user as soon as the
 browser opens for the first time. This is giving a very bad users
 experience. And I am not sure whether the user really would get the
 message or would be rather confused ("Wait, what do they want from me? I
 did not try to load a website at all yet!!").

 So, ideally we should show the prompt the first time a user tries to load
 a non-chrome site. As this is the thing the dialog is concerned with. But
 respecting the decision of the user in this case might be tricky. Another
 option (that would fix my first concern at least) would be sort of a timer
 going off after x seconds after about:tor got loaded or something. Then we
 could hope that I am wrong with my second concern (which might actually be
 the case given that we don't have much complaints about the current way of
 showing the dialog so far IIRC).
