 I observed another severe downtime event on the evening of Silvester:

 Though I'm uncertain whether it was accountable to this bug, or something
 else. In hopes of better attributing future downtime events, I've extended
 my monitoring script to record the difference between the current time and
 `relays_published`; the idea being that downtimes associated with this bug
 will be preceded by a sequence of (successful) responses with a delta
 leading up to six hours:
