Comment:

 Not going to make it into 0.2.9, we need to:
 * find a better name (I started a discussion on tor-onions, and asked
 alianthus to help us find a name that would make sense to the wider
 public),
 * fix #17788 so that RSOS (and relays) won't extend to their own
 addresses, or and RSOS, HS, and relays won't extend to private addresses.
