 In order to be able to POST consensus (and vote) documents to public
 append-only logs over HTTP it would be useful to be able to "chunk" the
 data ("Transfer-Encoding: chunked"). This is an HTTP 1.1 thing.

 We might get away with implementing 1.1 in the HTTP client code. A good
 start would be to see how forgiving the server code is.
