 If a rendezvous single onion service chooses its own introduction points,
 and they are nearby, it gets better latency than choosing random
 introduction points.

 There's a denial of service risk if they all go down, but RSOS has that
 risk anyway.

 This is similar to the Tor2webRendezvousPoints feature.
