Comment:

 My branch fallbacks-029-v2 on github https://github.com/teor2345/ has the
 changes I used to generate the lists I just attached.

 I will send out an email to tor-relays asking operators on the list to
 opt-in, wait a week or two, collate the responses, and generate the final
 list.
