Comment:

 The best solution might be to make the changes necessary so that
 <em:unpack>true</em:unpack> is no longer needed. That way, HTTPS-E would
 stay together as one .xpi file. The last time I looked, the unpack was
 needed because data from rulesets.json is loaded using direct file access.
