 os: debian jessie
 package version: 0.2.8.6-1~d80.jessie+1

 when installing a new tor package update the multi-instance services are
 stopped but not restarted when the default instance is not used and in
 disabled/stopped state.

 This is reproducible. (3 of 3 times)
